I think we can safely assume that BioShock is never actually coming to Vita.
We haven't seen this mysterious game since it was vaguely referred to back at E3 2011. And franchise creator Ken Levine basically rang the death knell for the project on Twitter last night.
He said, "2K and Sony couldn't put a deal together when I last checked. They seemed way more optimistic about this back in 2011...
